Canada has shared a list of its Designated Learning Institutions which are opening for international students.

Immigration, Refugees, and Citizenship Canada (IRCC) have released a list of Institutions that have opened for international students.

As of 20th October, Designated Learning institutes in Canada that have a Coronavirus Readiness Plan approved by the province and federal government are allowed to host international students.

A major statement which was issued by Canada’s immigration minister Marco Mendicino in a press conference a while ago stated that the international students who have received their study permits and are enrolled at a Designated Learning Institute (DLI) but are stuck at their home countries due to the pandemic will be allowed to travel to Canada after 20 October if the DLI they have enrolled at requires in-class attendance for lab-work or workshops. International students will only be able to travel if the DLI they have enrolled at follows all the necessary guidelines and has a Covid-19 readiness plan as per the requirements mentioned by the state or the province their DLI is located in. International students should have a study permit or have been approved for one.

“To be able to enter Canada as a student, you must meet 2 requirements: You must have a valid study permit or a letter of introduction that shows you were approved for a study permit. You must be attending a designated learning institution (DLI) with a COVID-19 readiness plan approved by its province or territory.”

“Your travel to Canada will be considered essential (non-discretionary) if you have all of the required documents and your DLI is on the approved list.” There are several DLIs whose Coronavirus Readiness Plans are approved and are being added to a list provided by the government of Canada.


IRCC keeps updating the list of institutes that have opened to international students on their site.

They also state that students who have enrolled in institutes that do not have permission to open to international students will not be able to travel to Canada.

“If your DLI isn’t included below, you can’t travel to Canada to study at this time. If you try to travel to Canada when your DLI isn’t included, you may not be allowed to board your flight or you may be turned away at the port of entry.”

Coronavirus Readiness Plan is a step taken by the government to ensure that reopening DLIs for international students do not cause the unnecessary spread of the deadly virus.

According to, Coronavirus Readiness Plan is necessary because it;

  • Protects the health and safety of all students and the surrounding community
  • Describes how they will manage the mandatory 14-day quarantine period for international students, including arrangements for transportation to the students’ quarantine location.
  • Provides information and support to international students about how they can get the items they need for their quarantine, like food and medications.

All international travelers will have to undergo a mandatory 14-day quarantine as per the rules stated by the government of Canada
