Early in 2022, the French Embassy in the Philippines issued a statement on its website encouraging Filipino students to study in France through the Phil France Scholarship Programme and the Phil France-DOST Scholarship Programme, both of which are now accepting applications for the 2022-23 academic year.
Since its inception in 2016, the PhilFrance Scholarship Programme has supported approximately 65 Filipino students pursuing graduate degrees in France. Students can pursue their scholarly interests in a variety of courses, including business studies, literature, engineering, public policy, and international development, to name a few.
Top-tier French universities such as Paris-Saclay University, Aix-Marseille University, and the École Polytechnique are among their study destinations. The graduate scholarships are intended for highly qualified students who meet the eligibility standards, which include significant evidence of leadership abilities in their studies and extracurricular activities.

Study In France
France is well-known for its breathtaking environment, architecture, culture, and history, as well as being one of the world’s premier intellectual centres in every discipline imaginable. Times Higher Education has named three of its institutions among the top 100 finest universities in the world for 2022. France is also one of the top popular study locations for international students, and a French degree is recognized for employment and research globally.
Scholarships
The PhilFrance Scholarship Program provides funding to Filipino students who intend to pursue a master’s degree in France at a public or private French higher education institution. Applicants from all disciplines of study are encouraged to apply, particularly those with strong academic credentials and leadership abilities.
Furthermore, the PhilFrance-DOST Scholarship encourages Filipino professionals working in educational, scientific, or government institutions to pursue a master’s or doctorate degree in French public universities. The program, which is co-managed by the French Embassy and the Philippines’ Department of Science and Technology’s Science Education Institute (DOST-SEI), aims to strengthen scientific contacts between the Philippines and France.
Agriculture, Bioengineering, Bioinformatics (Medical), Biological Sciences, Climate Change, Forestry, Health and Medical Research, Material Sciences, Medical Chemistry, Natural Resources and Environment, Nuclear Application on Health, Nuclear Medicine, Veterinary Sciences, and Virology will be given preference.
According to the French Embassy, after completing their studies, candidates must return to the Philippines immediately to conduct back duty or within a time limit compared to double the duration of their studies in France.
What Will Be Covered Under Scholarships?
Students who satisfactorily obtain PhilFrance scholarships will be awarded the title “boursier du gouvernement français,” or French government scholar, which entitles them to the following privileges:
- A tuition cost waiver for the duration of their master’s degree
- Monthly compensation of 700 Euros, independent of domicile city
- A health-care plan
- Priority access to public student housing
- A round-trip flight from Manila to the student’s chosen study location.
- Exemption from long-term visa payments in France
Phil France-DOST scholars receive similar coverage, with the addition of a relocation allowance and pre-travel expenditures. The monthly allowance will be adjusted based on the location of the study.
Application Deadlines
Both scholarship programs are now accepting applications for the September 2022 intake. All documentation must be submitted by April 4, 2022.
Knowledge of the French language is not required for either program unless the degree requires students to be fluent in French. For overseas students studying in France, there are hundreds of postgraduate programs taught in English.
