Canada: 486 candidates invited to apply for permanent residency in Ontario under Express Entry

If the 486 invited candidates meet all of the program’s qualifying requirements, then they may be eligible for a provincial nomination to support their permanent residency application. If foreign employees receive a nomination under the Provincial Nominee Program (PNP), which is linked to the Express Entry system then they will receive an automatic 600 points toward their overall score. In the new Ontario PNP draw, nurses, managers, and human resource professionals were among the 18 targeted occupations.

The Ontario Immigrant Nominee Program (OINP) targeted Express Entry candidates with scores of 463 to 467 on the Comprehensive Ranking System (CRS). The OINP asked individuals who had worked in one of the 18 occupations listed below to participate in this draw. In order to acquire the provincial nomination, invited Express Entry candidates must have at least one year of work experience in one of these occupations.

  • Other administrative services managers
  • Banking, credit, and other investment managers
  • Advertising, marketing, and public relations managers
  • Other business services managers
  • Engineering managers
  • Managers in health care
  • Corporate sales managers
  • Restaurant and foodservice managers
  • Construction managers
  • Managers in transportation
  • Manufacturing managers
  • Human resources professionals
  • Professional occupations in business management consulting
  • Mathematicians, statisticians, and actuaries
  • Registered nurses and registered psychiatric nurses
  • Medical laboratory technologists
  • Opticians
  • Licensed practical nurses

They will be moved to the front of the queue for an Invitation to Apply (ITA) for permanent residence if they are nominated under any Express Entry-linked PNP. So far this year, Ontario has received 4,851 applications in this category. Ontario has allowed 6,716 Express Entry candidates to apply for a provincial nomination through the HCP stream in 2020, making it the year’s most popular Express Entry-linked program. Express Entry candidates who are nominated by a PNP receive an automatic 600 CRS points boost to their overall score. This effectively ensures that they will be invited to apply in a subsequent Express Entry draw.

During the pandemic, Immigration, Refugees and Citizenship Canada (IRCC) held PNP-only draws, in which candidates were only invited if they had a PNP. In 2020, Canada had PNP-only draws as well as all-program draws in the second part of the year, in which all candidates who scored above the CRS threshold were invited.

The Federal Skilled Workers Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class all use Express Entry as their application management system (CEC). Candidates who have applied for Express Entry may be eligible for one or more of these programs. Once a candidate is accepted into the Express Entry pool, IRCC assigns points based on human capital considerations such as age, work experience, education, English or French language competence, and other variables. The top scorers are then invited to participate in an Express Entry draw.
