Taiwan To Attract More International Students

Taiwan’s Ministry of Education (MOE) has initiated an initiative to increase the number of international and Taiwanese students studying abroad.

The Ministry of Education has pushed public and private colleges to offer unique foreign education programmes in order to attract more overseas students, as well as Taiwanese students studying abroad. According to the Taipei Times, the ministry stated that students enrolled in these programmes should be fluent in English and Mandarin before arriving in Taiwan.

The plan is set to go into effect in August, enrolling 1,000 students who will be able to specialise in construction, manufacturing, agriculture, and long-term care. According to the ministry, the government believes that the number of Taiwanese students studying abroad and overseas students will triple by 2030, from 14,000 to 42,000 pupils.

Students who have achieved the A2 level of Mandarin can study in Taiwan and concentrate in the aforementioned fields. According to the ministry, students would be required to pass the B1 level Mandarin in their second year of study.

Taiwanese universities shall provide at least 15 hours of Mandarin instruction per week and 720 hours per year. The ministry stated that it intends to provide a subsidy of one million New Taiwan dollars (US$34,837) to participating universities.

According to the Taipei Times, the ministry will also provide a NT$50,000 subsidy to each student studying Mandarin.

The number of international students in Taiwan has grown since 2018, according to data provider Statista. Taiwan will be the study destination for 98,200 international students from all over the world in 2020.

According to Taiwan Ministry of Education data, 71,488 Taiwanese students travelled abroad to study in 2020. The bulk of Taiwanese students travelled to study in the following countries that year:

  • The United States – 23,724 students
  • Australia – 18,439 students
  • Japan – 9,584 students

Taiwanese students also prefer to study in Canada, the United Kingdom, Germany, New Zealand, and Korea. As per the Institute of International Education’s 2021 Open Doors Report, 19,673 Taiwanese students studied in the United States during the 2020/2021 academic year, a 17.1 per cent decline from the previous year.

Taiwanese students contributed $875,000 to the US economy in 2021. Taiwan’s borders were set to reopen in March to international students without scholarships who planned to study Mandarin Chinese in Taiwan for six months or longer.

According to the Ministry of Education (MOE), approximately 5,000 international students are interested in studying Mandarin Chinese at Taiwanese universities and colleges. Due to the outbreak of COVID-19, Taiwan closed its borders to all overseas arrivals, including international students, on May 19.
