The Manitoba Provincial Nominee Program issued 278 Letters of Advice to Apply to Canada immigration hopefuls in a new draw.
LAAs were distributed on February 24th through three MPNP streams. In Manitoba, Skilled Workers received 206 LAAs, with the lowest-ranked candidates receiving 612 points. Candidates for the International Education Stream received 33 LAAs.
The remaining 39 LAAs were awarded to Skilled Workers Overseas candidates with a minimum score of 685 through a Strategic Recruitment Initiative. According to Manitoba, 66 of the 278 applicants had legitimate Express Entry IDs and job seeker validation codes. This was the 137th draw in the MPNP’s existence.

Requirements for Manitoba Skilled Worker Stream
The Skilled Worker in Manitoba (SWM) Stream is designed to meet the specific needs of Manitoba companies. SWM identifies foreign-trained workers with the necessary abilities and nominates them for permanent residency in Canada. With two avenues to Manitoba immigration, the stream favours people with a strong affinity to Manitoba.
- Manitoba Work Experience Pathway
Applicants who are currently working in Manitoba on temporary work permits, as part of the Temporary Foreign Worker Program, or as international graduates from any province. Candidates are not required to be employed in In-Demand Occupations.
- Employer Direct Recruitment Pathway
For international applicants who have job offers from recognized Manitoba firms.
Requirements for Skilled Worker Overseas Stream
The Skilled Worker Overseas Stream (SWO) comprises a specific Canada Express Entry Gateway as well as a direct provincial pathway. It is geared for international skilled individuals with experience and training in Manitoba’s In-Demand Occupations. Priority is given to applicants and spouses who have close family ties, as well as language fluency, training, and experience in order to locate jobs fast.
- Manitoba Express Entry Pathway
For overseas candidates that meet Express Entry criteria and have an active Express Entry profile and are eligible under another MPNP stream. Candidates must have skills, training, and experience in one of Manitoba’s High-Demand Occupations, as well as strong family ties to the province.
- Human Capital Pathway
International skilled workers with skills, training, and experience in one of Manitoba’s In-Demand Occupations are encouraged to apply. Candidates must demonstrate the ability to obtain work in Manitoba as soon as they arrive.
Requirements for International Education Stream
The International Education Stream (IES) is for international graduates of Manitoba institutions and universities. Candidates are no longer required to work in their field for six months before filing for an MPNP nomination under IES. It has three routes:
- Career Employment Pathway
Eligibility requirements include:
- Completed a one-year or longer course from an eligible post-secondary Manitoba institution within three years of submission of application.
- Have a full-time job offer in a Manitoba In-Demand occupation related to the completed degree
- Resident of Manitoba
- Graduate Internship Pathway– Masters and Doctoral degree holders who have completed Mitacs Accelerate or Elevate internships are eligible to apply for nomination through internships even if they do not have a job offer in the province.
- Student Entrepreneur Pathway
Eligibility requirements include:
- Completed a two-year or longer course from an eligible post-secondary Manitoba institution
- Six months of business operation experience in Manitoba
- A resident of Manitoba since graduation.
- No specific minimum personal net worth requirement
